In 2006, Eden added an expansive level to its programming when it became involved in the development, ownership, provision, and management of Permanent Supportive Housing (PSH). Cuyahoga County's Housing First Initiative—consisting of Sisters of Charity Foundation, FrontLine Service, Enterprise Community Partners, the Cuyahoga County Office of Homeless Services, CHN Housing Partners, and EDEN—was among the first homeless coalitions to embrace the "Housing First" model, which was seen as a revolutionary approach to combating chronic homelessness.
Before addressing any other issues, Housing First enables people experiencing the highest barriers to housing—the chronically homelessness—to find a permanent place to call home. Lease compliance is the only requirement, and participation in supportive services is voluntary. Supportive services are client-driven, and tailored to the needs of each resident. Over 97% of residents opt to participate in an array of on-site supportive services.
Our 13 Permanent Supportive Housing buildings preserve historic landmarks, transform neglected properties, and introduce new resources and opportunities to surrounding communities. The PSH buildings currently provide a safe, stable, supportive living environment to 800 formerly chronically homeless individuals.
Through our combined efforts, EDEN and its Housing First Initiative partners have been able to reduce chronic homelessness in Cuyahoga County by approximately 87%.
